The Houston model became the blueprint for No Child Left Behind.
Washington, D.C. (2001 – 2005)

The Oval Office · August 2, 2001 — Secretary Paige (left) with President Bush and Senator Edward Kennedy in the Oval Office, forging the bipartisan compact that became No Child Left Behind — the most sweeping federal education reform since desegregation.
NCLB Signing Ceremony · January 8, 2002 · Hamilton, Ohio — President Bush signs the No Child Left Behind Act into law as Secretary Paige stands behind him. The landmark legislation — rooted in Paige’s Houston reforms — mandated accountability and high expectations for every child in America.
Shuang Wen School · Manhattan, New York · 2003 — Secretary Paige visits Shuang Wen School in Manhattan. He traveled the country championing his belief that every child — regardless of language, background, or zip code — deserves an excellent education.

His conviction never wavered: every child deserves a chance to achieve.
Legacy (2016 – 2025)
Jackson State University · Interim President · 2016–2017 — Dr. Paige in full academic regalia at Jackson State University as Interim President — returning to his alma mater at age 83, completing a journey that began on this very campus more than 60 years earlier as a student-athlete.
